User Global Roles

The Role is a global role shared by every app. Two roles also grant portal-administration rights: Super Admin
Full control. The only role that can create other admins and approve deletions. Admin (Portal Admin)
Manages users and assigns app access. Cannot create admins or approve deletions. Director → New User
Operational roles. Used inside each app; no portal-administration rights.
